State & Municipal
Fabric Buildings for State and Municipal Agencies—It’s All About The Taxpayers
Legacy tension fabric buildings are the ideal choice for state and municipal projects because they ensure cost-efficient spending–on facilities that are as stylish as they are functional.
We have years of experience helping public entities build rigid frame fabric structures for salt and sand storage, fire halls, public works operations, wastewater/biosolid pavilions, and more. The durability and economics of our buildings can deliver everything your department and your taxpayers want and need.
Because we have worked with so many governmental and educational organizations over the years, we understand the unique challenges you face. You won’t have to waste time explaining how you finance, bid, and complete projects. We get it.
State & Municipal Tension Fabric Buildings
Salt and Sand Storage
In many locales, stockpiling road salt or sand is essential. It must be readily available but protected from the elements. You need enough space to accommodate your maximum expected product tonnage plus clearance for safe, efficient movement of loading and distribution equipment. But you also need a building that can stand up to the abrasive and corrosive properties of de-icing products.
Legacy fabric buildings for salt and sand storage protect your expensive investment in product and equipment and make it easy to work as efficiently as needed.
- Rigid steel I-beam design allows for clear spans of over 300 feet, straight sidewalls, and any peak height to create the overall dimensions required for your operation. 100% custom design ensures you get exactly what you need without wasted space.
- Unlike web trusses, which are hollow, our framework is solid steel that eliminates the risk of internal corrosion. Our EpoxxiShield™ treatment process creates a continuous barrier that protects our framework from corrosion far better than galvanizing methods.
- ExxoTec™ Fabric is extremely resilient and durable. It is thermally non-conductive and inherently corrosion and fire-resistant. In white and uninsulated, it allows 12% natural daylight penetration - typically enough for daytime work without artificial lighting and reduced need for nighttime lighting.
Wastewater, Recycling & Biosolids
Municipalities and regional governments face tough challenges when it comes to wastewater treatment and recycling. Facilities that house these operations must function efficiently, but employee and public safety are critical considerations.
Facility owners are responsible for properly storing organic byproducts such as biosolids, decontaminating hazardous waste, and containing volatile organic compounds released by water treatment and recycling processes. These products can damage structures as well as the environment.
Legacy tension fabric buildings are particularly well-suited for a wide range of waste facilities, both pavilions and fully enclosed structures. Covered structures:
- Eliminate UV light penetration to control algae growth in storage tanks
- Prevent pests and other wind-borne contaminants from settling in tanks, reducing treatment needs.
- Protect infrastructure from the elements so facilities can operate longer and more efficiently with less maintenance
Our fabric buildings offer far more than cover:
- Solid steel framework and superior corrosion protection that stand up to moisture and caustic chemicals
- Clear spans of over 300 feet that allow any length, width, and height with unobstructed interior space
- Structural strength to accommodate hanging loads such as conveyors and cranes
- Proprietary fabric that is extremely durable yet flexible, inherently corrosion- and fire-resistant
- Seamless construction that has no screw holes for moisture to enter and assures gap-free openings for conveyors, fans, and doors
- Natural light that saves energy
- Odor and emissions control–passive ventilation promotes good air circulation within but helps prevent odors and chemicals from escaping into the outdoors, or specialized design that creates negative air pressure within for decontamination and VOC containment.
Public Works Facilities
State and local authorities invest heavily in people and equipment to perform all of the services necessary to maintain public health and safety, from emergency services to transportation and road work to vehicle storage, maintenance shops, and administrative support.
Legacy fabric buildings provide efficient, safe environments for all types of public works operations.
- 100% custom to meet each facility’s unique specs
- Clear span design, if vast open space is needed
- Tough and durable in all weather
- Pleasant, comfortable working environment with natural light when using uninsulated white fabric
- Cost-efficient, with faster time to completion, energy savings, and minimal maintenance
- Attractive buildings that contribute to community pride
Public Use Facilities
Of course, it’s not all work and no play–state and local agencies also build facilities for sports and recreation, conventions and special events, general aviation support, and equestrian events. Here, too, Legacy fabric buildings have you covered with beautiful facilities that perform like a pro.
Our Process
Whether you have a complete building spec or just an idea in mind, our team will lead you through the design process with expertise and efficiency.
Our in-house engineering team leads the charge on creative solutions that benefit all project stakeholders—namely you.
Legacy is an end-to-end manufacturer, meaning your project will be built right on site in our 87,000 sq ft facility in St. Cloud, MN.
Now to the good stuff. Your installation benefits from our safe, effective process in one of two ways—your Legacy rep onsite with local crews or full install services.

It seemed to be the perfect solution.
The building needed to be as salt resistant as possible. Legacy had a solid steel frame as opposed to tubular steel – it seemed to be the perfect solution.
It was a good experience working with Legacy.
Our transportation system requires the diesel buses to be stored in a facility to keep them warm and protected from the elements. Legacy's customized fabric structure design was able to fit our purposes. Their in-house installation crew put up the building very quickly. They're easy to work with and willing to help, and the communication with the city and responsiveness throughout the project was very good.
Protecting this equipment helps it run more efficiently.
We didn’t have any experience with fabric buildings, but they were a cost-effective solution for our needs. Protecting this equipment helps it run more efficiently. So far the building is doing the job of providing protection for the new equipment.
